landlord harrasement turning off water

A friend rented a half of double with the landlord living in the other half. He suddenly without reason gave an eviction notice. when he was asked why his reply was because the tenants close there door and shut there blinds when he walks by. The only reason why they do so is so the dog does not bark at him. He has now begun to shut off their water. He has a well and evryone whom the tenants spok with said there is nothing to be done. They still have no running water. Is there something that can be done about this situation? thank you very much

In order to give an opinion as to the correct course of action, it is necessary to review any written lease between the parties. Absent that fact if there was an oral lease that was month to month the landlord could terminate the lease upon one months notice.
