Legal Question in Real Estate Law in Pennsylvania

My neighbor experienced a domestic water problem last winter. The plumber pulled a permit to repair the water line. For some reason he disconnected and replaced the sewage pipe under the side walk which mine was joined to. Un denounced to me this all happened while I was at work and me coming home to a mysterious trench of modified in the sidewalk. A month later the neighbor sent me an email stating the bill is more than he expected and that I am responsible for the cost of reconnecting my sewage pipe. I've spoke to the inspectors, city engineers, city legal dept. and they have told me if he took it apart then he should put it back. And they never had a permit to work on the sewer line. The neighbor told me he is charging me interest and is suing me for twice the original amount. I never was even told what they were doing. The city agrees with me but can't intervene. What should we do?

I have no idea where in PA you are. That said you never signed a contract with the plumber if you didn't.well you can go tell the plumber to get lost. If he wants to sue you he needs a contract signed by you. Without that the plumber can go poiud sand.
