Legal Question in Real Estate Law in Pennsylvania

In Pittsburgh, I had some work done recently on my roof. Anyway it seems the guy found a lot of issues on my roof, ie....shingles laying up there, shingles not properly installed, wood showing, the pipe for the bathroom is rusted & wiggly. I had this roof put on 11 yrs ago.

Windy conditions DID NOT cause the issues. I'm thinking when the roof was done, it was done half-assed. The kicker...the guy that did the roof ain't in business no more. I'm not sure if I gotta case on the guys that did the work. Do I, and how do I pursue?

You don't under the law you have 4 years to file a suit for breach of contract. Even if you could get around that I doubt he has any money to pay a judgment.
