renter needing repairs

I have been living in an apartment for 3 years now and i have never had the best telephone reception. I have continually called the property manager and the phone company and they have each passed the buck onto the other. The problem has been found to be in the wiring from the telephone relay box in the laundry room into my apartment. I can have it fixed, but its going to cost me about $300. My question is, am i the one responsible for the wiring within the walls of the apartment, they were there before i moved in and will remain when i leave.? If i fix this i will have added value to the building and i will never see a return on that.

Because its on your side of the demark the phone company can make it you responsibility. That said you can have whoever you like fix it. So look around and see if you can get a better price. Once you get the price write your landlord and ask if he will foot the bill.

The other alternative is to ask the phone company what it would cost per month to have them be responsible to repair the inside wiring. Even if its $5 or more per month sign up and have them fix it. A lot cheaper than $300.
