The 30 days begins to run from the date that the tenant vacates the property. For example, if the tenant vacates the property on November 30, then the landlord has 30 days from November 30 to refund the tenant's security, or send the tenant notice that he/she is retaining $X and an itemized list of the items against which that amount was applied for repairs to the vacated property.
