Legal Question in Real Estate Law in Pennsylvania

A tree in my yard is aging and a part of the tree is resting on telephone line on the street and if it breaks off and there is a car parked there who pays for the damage to the car?I called the phone company Verizon and asked if they could trim it before it breaks and damages the line and they said you have to wait until it breaks and damages the line.Sounds kind of dumb to me.

Why is it Verizon's tree? No it's yours if it falls it's your fault. It's your duty to maintain the tree. What's dumb is not taking care of your property.
