is there family responsibility for last deseased parents irs debit ?

Yes and no. Directly, no, indirectly yes as debts are paid out of any potential inheritance of probate property. Any debts, including tax debts, are the responsibility of the estate of the deceased parent and must be paid from the probate assets before the heirs/beneficiaries get anything. However, I do not know what, if any probate assets there are and what other claims would take precedence.

I suggest that if this has not been done, that the personal representative of the deceased parent's estate consult with a probate attorney in the county/state of the deceased parent's residence to review whether there is a will and the assets and debts, determine whether there is a need for probate and how to handle the tax debt.
