How does the IRS initiate contact with someone?

Ordinarily they'll send a letter - which can take many different forms depending on what the particular issue is. For example, it may simply be a request for your tax return, or a request for payment on a return that you filed.

In more severe cases, they send a variety of notices, such as a Notice of Intent to Levy, Notice of Lien, etc.

If they're REALLY angry, they'll send a Revenue Officer to your home, and then you have real problems.
