Legal Question in Traffic Law in Pennsylvania

Is there nothing legally wrong with the fact that a person initially attempted to run away after a hit and run, even if they did eventually stop after I gave chase?

A person rear ends my car and starts running. I follow, and it slows down and drifts over the side of road as if to pull over, then blasts off when I start to slow down. I chase to get the license plate number, and then the car eventually slows down and stops. I called the police, who gathered both our info, and the end result was that I got a paper with their insurance information and a case number, that's all.

I feel like me not chasing them, and reporting a hit and run without any car info vs. me chasing them down and eventually getting them to stop, results in the same ending, even though its obvious that what they did was wrong. If I didn't stop when they pulled over and just called the police with the license plate, would they be accused of a hit and run then? Obviously I won't have to pay anything because its clearly their fault anyway, but I still feel like they should be cited for what they attempt to do. The police know the intersection where I got hit, and the distance between there and where we eventually pulled over.

You can ask the police that a citation be issued......If you do get paid for your damages, that is the most important thing....You will have to go to court to testify against the offending person, but you do have the right to ask....if it happened within thirty days of the event...

Call the police department that investigated and speak to the officers in charge of traffic or the investigating officer.....
