Legal Question in Employment Law in Philippines

im working on a company handled by a cooperative agency, they're not giving our full salary every 15th and 30th of the month they're just giving 30% of it and we should have to wait for the rest as they say. what is the best action we can do? please i need your urgent answer because were really in need
