Legal Question in Employment Law in Saudi Arabia

My boyfriend is in saudi arabia, no longer working for his employer but his passport is with his employer. His employer does not want to give him exit visa. What should he do?

if the employee is not working with the employer, the employer will not refuse to make final exit visa unless there is reason.I can therefore answer you if you show me the reason.
