Legal Question in Education Law in South Carolina

My sister died 2 years ago. Her son is now 17 and tired of being abused by his step-dad left home and was living in a homeless shelter. His school told him he could not attend without an address and legal guardian. They took him out in handcuffs. Is this legal?
