Legal Question in Family Law in South Carolina

the father of my child wants to give up his rights! he owes almost 800 in child support we both agree that he should give up his rights to the child how do we go about doing this?

Typically, the Family Court in SC will not terminate a parent's rights (even if both parents agree) unless it is part of an adoption action. You should consult an attorney to discuss this situation further.
