Paying for College-Relinquishing Parental Rights

I have had no visitation with my child in 9 yrs. I paid child support every week, but she would not come for visitation. Her Mom has turned her totaly against me. She is now 19 yrs and is asking me to pay for her college? I do not have the money, I have been laid off three time in the past two months. I am having a hard time making the bills that I have. Can I relinquenish my rights?

If your daughter is 19 years old she is an adult therefore you are not legally obligated to pay for her college tuition. Unless, you signed a property/settlement agreement obligating yourself to pay for your daughter's college tuition.
