Legal Question in Civil Litigation in South Carolina

Many municipalities in SC publish $1092.50 as penalty for code violations. SC Code limits such fines to $500. City Manager says $592.50 is court costs and $1092.50 goes to State. Municipality fine structures aren't required to be the maximum and court is not necessarily involved. Please explain and site references.

You've asked a good question. And your obviously an intelligent person. The purpose of this question and answer feature of this site is to help people with specific legal problems.
