what happens to debts of an indigent one who dies

What is the procedure for handling bills etc that are sent to the address of one who has died and who had no income and no assets?

If the estate has no money to pay the bills,

the estate can still be probated as an insolvent

estate to advise creditors that there is no money

to pay the bills.
