Broker Commission

I sell an extremely competitive service in the credit card industry. It cost approximately $100 in time and expenses to generate one proposal. Once my client receives my proposal saving them hundreds to thousands in fees, they call their current service company and ask them to match the deal and they usually do to keep the business. The client gets the savings and I have to pay the proposal costs. Question: Can I ask my client to sign some sort of legal document that will require them to switch to my company or if they don't pay me for my proposal time - should they make any change at all in their service agreement?
