texas card rooms legality/amendments

I am in the early stages of reviewing the current Texas Penal code covering gambling in Texas, specifically card rooms. Although I've compiled a large number of documents to reference, I'm not familiar enough with the legal process to even know where to start. I've read up on the issues covering California card rooms. I need to know what you would recommend. Should I start with a petition, and are emailed petitions valid? Also, how do I amend the current penal code. Is there a specific form, and who would I submit it to? I appreciate your guidance.

The Texas Penal Code is written and amended by the state legislature. If you want an amendment, you'll have to find a representative that agrees with you to try and get it changed during the next legislative session.
