Can a former employer prevent me from getting and keeping a job?

5 yrs ago I got a job with a company my hometown. Symptoms of bipolar disorder then began to surface. I had an anxiety attack not long after I started which caused me to be hospitalized. As a result, I was fired. I then took a job with the state. My former employer called my supervisor and told him that I had worked for his company and that he had fired me ''due to my mental state''. My former employer does business with my then current employer. My supervisor fired me telling that he would never have hired me had he known about my mental condition and that my former employer fired me because of it. I did not list my former employer as a reference. I discovered in the appeals hearing that my supervisors met with my former employer with consultants from other companies present, and discussed my mental condition 5 years ago and put my character in a bad light. If I list my former employer as a reference I probably won't get the job if he is called. He has already demonstrated that he will even go out of his way to sully my character and prevent me from making a livelihood. I feel like I've been defamed and blacklisted.This has caused my family and me a great deal of pain and suffering. Have my civil rights been violated?

it was said that your former employer interfered

with your "new" former job?
