Legal Question in Consumer Law in Texas

car mechanic

my transmission needed work done, so i called a place that advertises in the local newspaper because it advertised free diagnostic testing, and free inspections. the manager also told me over the phone that he would check to see what the problem was and he would call me back with a quote. He's charging too much, and i've decided to pick up my car and not have him fix it due to the price. Now he tells me i have to pay him nearly $400 for taking a look at the transmission. I was never told there would be a fee. His advertisement clearly says it's free. He said it's policy if they ''put their hand in.'' But i was never informed of such a policy. Now he refuses to give me back my car until i pay him. What can i do. I cut out the advertisement to show the advertisement.

You would probably want to let an attorney review all of the documentation related to this incident so that he or she could develop an informed opinion about this incident. My gut tells me, based on the information you have given, that this is a deceptive trade practice on the part of the mechanic.
