My father has been offered a plea bargain of 28 years for a non violent criminal offense in Texas. What is the soonest he could be released for parole?

If it is a non-violent crime and is not considered a "3g" offense, parole ELIGIBILITY will likely occur after a quarter of the sentence is served minus good time. That is no guaranty of getting parole, and a lot of it depends on the actual charge, but that would be the earliest.
