Legal Question in Family Law in Texas

I'm 18 and have a younger sister (14) I want to know the steps I need to take and the guidelines in taking cusotdy of her. She's in an unstable environment. Our mother is trying to hurt her and herself and years ago that was me now it's her. I want to take her out of this environment until she finishes high school and goes to college in 4 years. I have thought a lot and decided if I had to postpone college till she's done with high school and in college herself.
