adoption/name change

Do I need to serve my daughter's dad papers for name change or adoption if he had legally abandoned her or can I just get on with the proceedings?

There are a lot of details missing in your question. I recommend that you ask your attorney. If you don't have one, get one. Do not try to do an adoption yourself. If is is not done properly, the adoptive parents may lose the child back to the birth parents.
