Can I change my last name to a different name before I get a divorce?

Probably, but it's cheaper and easier to do in conjunction with the divorce.

Yes, you can change your name at any time. However, as part of the divorce, you are only allowed to change your name back to a name that you used before (e.g., your maiden name) - not a new name.
