If a custodial parent is in agreement to turn over custody and sign off child support will a written letter that is notarized be sufficient

No, an agreement in writing is evidence of your agreement, but you will need a new order. Get the agreement in writing and retain an attorney. The attorney will file an Agreed Petition, waiver and Agreed Order of Modification. Good luck.
