Legal Question in Family Law in Texas

My ex husband was supposed to pick up his child at 6pm central time today. It is now 8:48pm.....can I refuse him being able to pick her up for the weekend since he is so late and I do not know when he will pick her up?

Yes. It is reasonable to wait 30 minutes. Most importantly, make the choice that will be good for your child; not the choice that will punish your ex for his bad behavior. If this becomes a pattern, you may want to engage in mediation to resolve this and install some guidelines.
