Legal Question in Family Law in Texas

Hi. I live in Austin, TX and I have a 6 month old daughter. The father and I are not together and never have been. He signed an Acknowledgement of Paternity and his name is on the birth certificate. We verbally agreed to split time and split costs of everything she needs. As of late, he has been extremely irresponsible; going to happy hour before picking her up knowing I have to be at work early; not giving me money when he said he would so that we could pay our hospital bill; and even taking our daughter to the bar. I have filed for child support and he is just hoping it will go away. He currently tells me that he only has 42 dollars in his bank account for the rest of the month and I am contemplating filing for sole managerial conservatorship. I want him to be able to spend time with her, but I honestly don't think he has her best interest in mind and I want to make sure she gets everything she needs. How do I move forward with getting all of this on paper through the state of Texas?
