Legal Question in Family Law in Texas

My parents have conservatorship of my niece. What happens if they choose for her to reside with me (her aunt)? Can I get medicaid for her? I cannot place her on my insurance unless I have guardianship or I adopt her? I just want to know if she will qualify for medicaid.
