hired painter but not doing job

WE hired a guy to paint exterior of our house on Feb. 6, 2005. He verbally said he would be done in 3 days. It is now Feb. 20th and he still hasn't even started painting, just done preparation work (hasn't even completed all of that). We paid him $300 already and are to pay him $900 upon completion of job. Can we tell him nevermind and just hire someone else or is the written estimate a contract? We didn't sign it or anything; he just wrote the cost of the job and what he would be doing (i.e. prepping and painting exterior of house). There have been many pretty sunny days that he didn't even show up. So weather can only be part of an excuse here.

He's entitled to payment for the prep work he's completed. If it's a little more than what you've advanced, pay the difference and fire him. Put the reason in writing why he's being dismissed from the job and send it to him by certified mail.
