Time Billing for Legal Assistants Time

Has a law been passed in Texas where a Legal Assistant or Paralegal must be Certified in order to bill for their time. If so where will I find this information.

A legal assistant or paralegal CANNOT charge a client for his/her time if there's no lawyer involved. That would constitute unauthorized practice of law.

A law firm can bill for a legal assistant or paralegal's time whether certified or not.

If that person is not billing through a law firm, where they're acting undr the supervision of a licensed attorney, then they are practicing law without a license.
