Legal Question in Civil Litigation in Texas

Truck taken back from grandchild

My mother bought my nephew a truck for high school graduation. My sister would only let my mother give my nephew the truck if my mother put the truck in my sisters name. My mother foolishly did this because she wanted to give her grandson the truck.

My sister then gets upset at my nephew and takes the truck away from him and will not give it back to my mother or to my nephew.

Is there anything my mother can do to get the truck back. Small claims court told her she could not file because she had bought the truck over 2 years ago?

Did I mention my nephew is a Texas A&M university student and a good kid. My mother and Myself are now paying for his education.

2nd question. My mother loaned my sister money for her divorce and money to remodel her house to which now my sister will not pay back or even return phone calls.

Anything my mom can do about that?
