Watercraft Transfer of Ownership

Our area recently suffered a hurricane. As a result, several watercraft were damaged and abandoned. I contacted the owner of a certain boat (looking up the VIN# contact info) asking his intentions and the indiviual *gave* it to me. He insists the boat is in his name and the title is clear; each attempt to meet has been rescheduled by the owner. He explains he's too busy, maybe another time. What can I do to get the ownership transferred? It's been in my possession for over 45 days now... I've done a lot of work to the boat and still no title. Do I have any legal right to this boat? Can I impose a mechanics lein and storage fees if the owner suddenly changes his mind?
