non citizen married legally 5 years ago to a US citizen. citizen had serious heart attack. Who has primary next of ken rights for medical and financial decisions per Texas law.............the non citizen wife or adult children of the ill patient? How best protect wife who is non citizen?

It doesn't matter that you are a noncitizen. You will be able to make decisions regarding your husband's healthcare unless he has given someone else that authority through an advanced healthcare directive. Do you at least have your permanent resident card? If so, I suggest that you begin the steps necessary for naturalization. If not, it is still not too late to apply for your greencard.
