Severance offered, then revoked

My company is moving out-of-country. They gave us 60 day's notice of the mass-layoff and stated, in writing, they were going to give us a severance package. This information has been filed with the state. Now they are trying to revoke our severance pay. Do we have grounds for a law suit?
