Can a police officer lawfuly threaten someones career?

And can a police officer give you a citation base solely on the things observed by another civilian(e.g. a call in to the police department about speeding)?

No, police are not supposed to threaten your career, depending upon whether it's legal or not, of course. File a police misconduct complaint.

As for the ticket, challenge it on the fact that the police officer did not actually observe or record the infraction. Police ARE able to rely upon the word of other police officers, but not the average citizen.
