Legal Question in Sexual Harassment in Texas

My daughter got into an argument with a young man at her college. During the argument he referenced her breast and threatened her. Does this constitute sexual harassment of some sort?

1) Yes. Complain to the concerned authority with possible evidence.

2) The Texas Commission on Human Rights Act prohibits employment practices that discriminate against individuals on the basis of sex, including pregnancy, childbirth, or related medical conditions (TX Labor Code Sec. 21.106). Sexual harassment is generally included in this definition.
