Legal Question in Traffic Law in Texas

My car was backing out of a space in a Walgreens parking lot. At the same time for what ever reason another party started pulling into the space next to me. My front bumper and the passenger side door collided. Who is at fault in a private parking lot (meaning not public property) when both vehicles are under movement?

Whether the place of an accident is a public road or a private parking area does not change the duties of the drivers. In other words, the rules of the road apply everywhere you operate the vehicle. Thus, it will be determined by who had the right of way and who should have yielded the right of way. Sometimes both parties can be at fault. (even a percentage: 80/20, 60/40, 50/50 etc.)
