Legal Question in Business Law in Virginia

My employees clock in with a time clock each time and clock in and out for lunch. Today I wrote my employees check and he said he was missing hours. The time clock shows he clocked in at 1pm to start work and he says he started working at 10am. Since I don't have any proof that he was there, am I required to pay him the hours based on his word? or do I strictly go by what the time clock says? My time clock has never been wrong before. Thank you

By the clock (in my opinion) unless this employee can produce evidence

more credible than that of the clock to support his claims.
