Legal Question in Business Law in Virginia

I had set my house up with verizon fios then had to move to a different house. When I called verizon to have my account transferred to the new address they told me the fios was not compatible with the new address and that I could not keep it. They took it off my account and told me that they are partnered with direct tv, when I contacted them they told me they also could not set anything up at my house. Now Verizon is trying to charge me an early termination fee for the fios contract even though they told me I couldn't keep it. Can they make me pay that?

The answer to your question would seem to lie with the terms of your initial

agreement to set your "house up with verizon fios" as they may may specifically relate to this particular issue(or not), and if the latter happens to be the case, then any which may appear to offer a reasonable interpretation as to the matter are likely to govern the outcome (my opinion).
