Legal Question in Civil Rights Law in Virginia

My car was towed and impounded and I eventually turned in my title to the tow company 'cause I couldn't afford to pay the fees charged but to my surprise the tow company doesn't want to allow me take my tags of the car, is that right or legal?

Not sure on this one; suggest you contact Virginia DMV for their position

on this issue. (The car's tags would remain in your name and whenever there's

a transfer of title to a vehicle, the transferor [you in this case] normally retains

these tags and therefore the towing company's position on this issue

would appear to make little sense.)
