Legal Question in Civil Rights Law in Virginia

my puppy bit someone at a public park after they said it was fine for him to be around them... It was more like a scrape. they said it was fine and then I walked away and about five minutes later they approached me again to see if he had his shots and then they said it was fine again. then as I was leaving the park they returned and had called the police. They went to the ER and did not have insurance again for a scrape about the size of a quarter that barely drew blood. they said they did not get any shots and that their bill is $400 and they want me to pay it. Do I have to pay it?

No, but, if you do, you should demand to see a copy of the hospital

bill with verification that it was incurred as a result of treatment for this injury

allegedly inflicted by your puppy on this strange person in this public park (my opinion).
