Legal Question in Consumer Law in Virginia

I had my pets vaccinated for kennel cough at a veterinary clinic which advertises a guarantee (they will cover expenses up to a limit which is much higher than the expenses involved here) on their vaccines. My pets were subsequently diagnosed with kennel cough. The treatment cost me $500 for the first visit. I paid the vet because I was told by the vet that the guarantee was actually through the vaccine manufacturer, and I needed to contact them. Contacted the manufacturer and was told that the vet should have billed them. The vet acknowledges that, however refuses any form of refund. Also I had a follow up visit for the same issue in which I was told explicitly by the vet that there would be no charge for the visit, and recently received a letter from a collection agency for the visit ($300) This is the first I've even heard of a bill for this. I've already spoken with the practice manager and gotten nowhere. Is small claims court my best option, or would a lawyer be worth it considering the amount in question?
