Are collection agencies legitimate entities for collecting debt owed by a deceased person and what happens if you ignore their phone calls or mail correspondence?

No, not if their efforts are directed towards living persons since such debts are normally only chargeable to the deceased person's estate (if there be such). (The foregoing assumes that

none of these still living persons ever co-signed or otherwise agreed to be responsible for the

debt of this person now deceased which the collection agency is now endeavoring to collect.)
