no notification for 31 year old loan from the university of Hawaii. thought all my loans were consolidated? Now theres massive interest and fees? Any legal grounds for lowering the costs

There certainly may be, depending on the type of loan and other factors. While federal student loans do not have a statute of limitations, other loans may, and other defenses such as a presumption of payment may apply. See a lawyer to go over the specific circumstances of your case.
