Legal Question in Credit and Debt Law in Virginia

I had been receiving food stamps for 6 months. Three months into that time, I had a car accident and my car was totaled. My insurance company sent me a check in order to buy another car. The food stamp office found out about that check and said I failed to report it. They said that was considered income and had to be reported. I told them that I had no idea a check from my insurance company to purchase another car was considered income. They said yes it was and that was a form of fraud. I now have to pay back everything that I received from them. Is that correct and is that fair? Thank-you.
