Is it legal for police to use video tapes, obtained from private business survailance cameras without prior written approval of the propery owner, in order to conduct a sting operation?

I don't know of anything that would make it illegal.

If the police obtained these video surveillance tapes, they did so with proper authority, either with the owner's permission or by way of a subpoena duces tecum.

Once having obtained such tapes, the law enforcement authorities are free to use them in the course of their investigations in virtually any manner which they may deem appropriate, whether such may involve a so-called sting or whatever.
