Legal Question in Family Law in Virginia

My ex husband had custody of my daughter. When a friend of his was caught making drugs in the home he was not charged but was proved to be involved. Social services took their time when figuring out what they were going to do. Finally, the case worker called him and asked if he had any family that could take our child. My ex and his mother left immediately a d took my daughter to another state. I couldn't find them for two years. Then one day i got a call from the police in another state and they were informing me that my daughter was found wandering around in a park with no shoes and bug bites all over her. Her dad was passed out on drugs at the park and she couldn't wake him. He was taken to jail and we went to get her. At four years old she can barely talk and is showing signs of molestation. I feel like social services could have handled this situation better and my daughter was hurt due to their negligence. Do i have a good case? I feel like the case worker gave them the heads up and my daughter was kidnapped by drug addicts.

No, I would doubt it, if you mean to recover damages from this state agency on the facts described.

It would take more than "bug bites" and "showing signs of molestation" (whatever that may mean) to

have a case that might result in a significant monetary recovery for you in my opinion.
