Can a person living in another country who is married to someone in the staes get a power of attoney to proceed with a divorce of that person living in the US?

No, one cannot get a divorce in the U.S. via a POA. There should be no reason as to why this person

"living in another country" should not be able to file for a divorce in the appropriate

court of that particular country.
