I am on a lease with a person who feels that they don't have to pay rent. What can I do

You will apparently need to go through the standard eviction procedures

in the situation described required of any other Virginia "landlord" (even though you probably don't think of yourself as such).

Consequently, I would suggest that you arrange to visit the clerk's office of your local general district court (civil division) which will have the paperwork for an Unlawful Detainer action that you will need to fill out and file to schedule a hearing to have this freeloader legally evicted from your premises.
