medical responsibility as the result of dog fighting

Wha is the legal responsibility of the owner of a dog that hurt another dog as the result of a dog fight where that persons dog was provoked by a neighbors dog into jumping a fence where the dog was contained to fight with the neighbors dog that was being walked by its owner on the other side of the fence?

If the owner who was walking her dog(presumably on a leash)when she lost control of the animal(for whatever reason), and the unleashed animal thereby caused damage to another dog, the owner of the unleashed animal who failed to maintain control over it should be adjudged liable.

And, no, the fact that from this owner's perspective the other dog may have "provoked" her animal should not save her from having to pay the vet costs necessary to fix up the other animal.
